There are some challenges when you're trying to pair tonneau covers with ladder racks, but I do have a solution for your 2019 Toyota Tacoma with a 5ft long bed.

For a tonneau cover, the RetraxONE XR Hard Tonneau Cover w/ Trax Rails - Retractable - Lexan - Matte # RTT-60851 is what I recommend since it comes with a track system that allows you to easily add a ladder rack, or a variety of other attachments. This is a hard, polycarbonate (Lexan) cover that can protect your tools and whatever else you need to secure from weather, falling objects and theft. This cover is also available as an aluminum cover instead of the Lexan with the RetraxPRO XR Hard Tonneau Cover part # RTT-80851 (5 Foot Bed)

For the ladder rack, you'll need the Yakima Overhaul HD # Y01151-5855, which is designed to work with the Retrax cover and will provide you with a study ladder rack that can carry up to 500-lbs on the bars, so it will work well for both lumber or doors.
