Will this fit on a 2008 Regular Cab Toyota tundra with a 6 1/2 ft bed? With everything being compacted into a shorter wheelbase, is that going to put the fuel tank or anything else in the way of the installation?

The Curt Double Lock Underbed Gooseneck Hitch with Installation Kit # C60751 you asked about will fit your 2008 Toyota Tundra with a 6-1/2 foot bed.
The only stipulation is that the hitch ball cannot be placed in the upside down position due to potential brake line interference, but the hitch itself will fit. This is also true for the other gooseneck hitch that fits your '08 Tundra with a 6-1/2 foot bed, the B&W # BWGNRK1257.
