Havinging trouble mounting .bolt holes appear to be about a half a hole off also it is setting to far under the bed tie down wont fit into recover.this is with a factory hitch.

I checked with my contact over at TorkLift and it's possible that you're going to need a different part because of the differences in the frame size. There are two different frame heights that the 1500HD can have at the rear of the frame by the spare tire or bumper. If your 1500 has a frame height of 5.5" tall the # TLC3203 is the correct tie down but if your frame is 8" tall at the rear, the # TLC3205 is the correct tie down.
From the order you placed with us, it looks like you purchased the # TLC3203 and not the # TLC3205 that you mentioned and were linked from. If you can measure the frame of your truck by the bumper and spare tire and determine what the actual height is, that would go a long way in determining if you are using the correct part.
