Question:
I am looking for a dual hitch receiver to flat tow a car and carry bikes. I do not need any or rise to have the towbar at the correct level. What product would you recommend?

Actually, I'd recommend the Roadmaster # RM-077-2 Dual Hitch Receiver you'd already looked at. This adapter is specifically designed for flat towing a vehicle, so it won't lower the capacity of your hitch. If the 2-1/4 inch drop will place your tow bar more than 3 inches plus or minus out of level, you can use the # MPG544 but it will lower the tongue weight capacity of your hitch by 50% because it extends out further than the # RM-077-2.
I've linked to product description videos for both products mentioned above.
