Will the Titan Brake Actuator T4749600 Allow for Reversing Uphill

will this actuator have any issues backing up on a steep hill?

The Titan Brake Actuator part # T4749600 does not come with a lockout so in order to reverse you'll need to install a lockout solenoid, the Replacement Solenoid Valve for Titan Brake Actuators with Reverse Lockouts part # T4748800. This would also require a 5-way trailer connector so you'll also need the Curt Trailer Connector Adapter part # C57187 and Hopkins Wiring Harness part # HM37918.
That said, in regards to uphill reversing you'll need to do so very slowly as left over fluid in the lines can still create issues even when a lockout is installed for any actuator.
