For your 1999 National 36 foot RV on Ford F-53 chassis, if you have the Tropi-Cal it is 18,0000 lbs gvwr. If the Topical is what you have then the SumoSprings Maxim Custom Helper Springs - Rear Axle # SSR-187-40-1 is what you will want. If it is between 20,000 and 22,000, then you will use the SumoSprings Maxim Custom Helper Springs - Rear Axle # SSR-180-54-1. If it is 24,000- 26,000 lbs then you will use # SSR-183-54-1.
If you check your gvwr which will be on your frame or inside a cupboard door in some cases, you will find what is the correct fit for your chassis. If you can give me the model, I can confirm the fit for you.
