Is there a Bike Rack Available that Will Not Block the License Plate

all the states have laws regarding visibility of license plates. are there any racks that when a bike is put on wont obscure the license plate aside from roof racks?

That really depends on where the license plate is located. Since you were looking at the Surco bike rack, # SP501BR, I assume you have a van or RV that has a ladder with the license plate in close proximity.
What I recommend is to use the bike rack you want to use (trailers and RVs can only be equipped with certain racks, see link) and relocate the license plate to an area of the vehicle, trailer, or RV that is more visible.
For a license plate bracket, if you need one that has a light you can use # PM436B. I have linked a video review of this bracket for you. For a plain bracket with no light we have # LP15SB.
