Subaru Outback 2012. Roadmaster 920-1 baseplate. Will the Roadmaster tracker tow bar work? How long will the safety cables need to be?

Yes, the Roadmaster Tracker Tow Bar part # RM-020 will work on a 2012 Subaru Outback Wagon when using the Roadmaster Crossbar-Style Base Plate Kit part # 920-1. This is a great combo that I am sure you will be happy with. In regards to safety chains, I don't have an exact length you'll need but the RoadMaster 68" Single Hook, Coiled Safety Cables part # RM-643 which are 68" long will have you covered and they are coiled so you don't have to worry about them dragging the ground.
