Question:

We need a swing away bike rack for our Ford Transit 350HD 2018. Wed like it to swing to the drivers side and allow access to both rear doors. Will this Thule rack TH9027XT work?

The Thule Apex Swing XT # TH9027XT will work great to give you complete rear access to the rear doors of your vehicle but it swings to the passenger side like they all mostly do. This is the case because in the event you were on the side of the highway and needed in your hatch you'd be able to pivot the bike rack to the passenger side and not out into traffic to get to the hatch.

If you really did want a setup that swung to the opposite side you'd need the adapter # PVD20B with a Kuat rack designed for 2 inch hitches like the part # BA22B for a 2 bike rack or # BA22B-BA02B for the 4 bike version.

Why is the Thule swing hitch rate for motor homes but not the Kuat swing hitch?

There's not one specific thing that makes the Thule Apex Swing # TH9027XT rated for use on an RV and not the Kuat model. It's just how the different manufacturers tested and rated their carriers.
