The Curt Cargo Bag for Roof Basket - Waterproof - 21 Cu Ft # C18221 is designed for use only in a rooftop cargo basket. It works great with the Curt Roof Mounted Cargo Basket # C18115-117 which will work well with your 2011 Toyota Rav4. This is the most ideal carrying option for a roof bag.
If you don't want to add a roof basket or if you don't have a roof rack, then I recommend the Rightline Gear Sport 3 Rooftop Cargo Bag - Waterproof - 18 cu ft - 48" x 40" x 19" # RL100S30. This bag works well with roof racks or naked roofs.
