We have a 2019 toyota rav 4 hybrid with the raised roof rack. What do we need for installing a hullavator kayak carrier?

In order for the Thule # TH898 Hullavator to be compatible with your RAV4, the crossbars would need to extend at least 4 inches beyond the foot that attaches the crossbar to the raised rails. Thule recommends the # TH710401 roof rack feet and the # TH711400 53 inch crossbars for your vehicle, but you'll need to take a measurement to see if those crossbars will be long enough. You'll need to measure the outside to outside distance of the raised rails on your roof. If this distance is 45 inches or less, those bars would be long enough, and the Hullavator would work great for you.
If that distance is greater than 45 inches, but no less than 53-1/2 inches, you'd need a longer 60 inch crossbar, part # TH711500.
