2004 Ford Excursion Limited. Do I need Excursion factory cross bars for this roof rack?

The Yakima OffGrid Roof Cargo Basket part # Y07139-09 does require the vehicle to have roof rack cross bars. The basket attaches to round, square, aerodynamic, elliptical, and most factory crossbars. As long as the cross bars are one the aforementioned shapes, they can be after-market or factory bars.
If the Ford Excursion does not have cross bars, I recommend Inno Aero Crossbars part # INXB130-2 with feet part # INXS350 and fit kit part # INTR501. The Inno brand is one of the better quality roof rack options for a great price that we carry. The installation is easier compared to the other options because of it's integrated tightening knob. The feet of the Inno rack are compatible with the fixed mounting points on the roof of the Ford. We do not carry a basket that attaches to the fixed mounting points with a roof rack.
