Is this the entire assembly, the wheel holder and the strap? Is it just one of these or is it two, for both tires?

The Fat Bike Adapter for Thule UpRide Roof Bike Rack # TH599100 is a single assembly and strap for the bike rack. It's all that is needed to transport a fat bike as the front wheel holder of the Upride is different and doesn't need to change.
