Is Weight Capacity of Rhino Rack ROC25 A Static or Dynamic Rating

Question:
It says the weight capacity is 165 lbs. Does it mean it can carry up to 165 lbs while in motion? Or does it mean it can support up to 165 lbs while standing or moving? Id like to purchase a roof top rack thinking that I may purchase a roof top tent as well when I get the chance, so I want to get one that can support that kind of weight.

The Rhino Rack ROC25 part # RR46XR has a 165 lb dynamic weight capacity which means that's how much it can carry while travelling and incurring the standard bumps and movement that creates. While Rhino Rack doesn't give a static weight capacity our roof rack tents like the Yakima SkyRise HD part # Y07437 require roof racks that have a 165 lb capacity like the Rhino Rack and then have a total weight capacity of 600 lbs.
