Compatibility of Tekonsha 90195 P3 Brake Controller With Electric/Hydraulic Trailer Braking Systems
Question:
I have purchased a boat/trailer 5500 lbs with Hydrastar HBA-12 Actuator. Will a Tekonsha p3 controller work in my 2003 Ford F350 Lariat 7.3 4x4 to control this actuator? If so, any adapters needed?

The Tekonsha P3, you mentioned, part # 90195 is compatible right out of the box with electric over hydraulic brake actuators like the Hydrastar # HBA-12 you referred to. You will need the # 3035-P brake controller wiring harness to install the controller. The harness would plug into the existing connector located under the dash as shown in the linked video. The procedure for setting the controller is mentioned on page 4 of the owner's manual, which I've linked for you.
