Could Upper Section of Torklift Fortress GasLock Kit part # TLA7701 be Removed with Pliers

Question:
It appears to me that all that is needed is a pair of pliers to turn the threaded rod until it backs out of the base and up through the lock in order to remove the whole lock. Is this correct?

With the pin lock ran through both pieces of the Torklift Fortress GasLock Kit part # TLA7701 you would not be able to turn the upper section to remove it from the lower piece and remove it. The fitting on top of the upper piece can not turn independently of the section either.
