Question:

For 2019 ram classic. Hardware comes with 4 wires with what looks like a spring in the center. What are these for? What purpose do they serve? Thank you.

What you are referring to are called bolt leaders or fish wires. These are designed to put through a hole in the vehicle and then come back out of a larger hole. You will then thread the appropriate bolt on the spring end and gently pull the bolt into the appropriate position to complete the Installation. While I do not see these in the kit for the Aries steps like the AdvantEdge Nerf Bars part # AA2556049 for your 2019 Ram 1500 they may exist on other models. I've included a video explaining how these work.
