Is this gooseneck made to be welded into the trailer

Yes, the outer tube of the Ram Gooseneck Coupler # GCSQTW-30008 that you referenced is designed to weld to the front of a trailer. Every gooseneck coupler like this would require welding so there isn't a bolt-on solution I could recommend instead of this.
