Does this base plate work with an aftermarket front bumper and winch?

The Roadmaster Crossbar-Style Base Plate Kit # RM-521424-4 is not confirmed to fit your 2018 Jeep JL Wrangler, it is for a different generation of Wranglers with the factory bumper in place.
Most aftermarket bumpers have D-ring bumper mounts, and there are adapters to hook the tow bar directly to the bumper. However you will need to check with the manufacturer of the bumper to see if it is rated to tow with. If the Bumper you have is rated to tow and you have 3/4" d-ring mounts you can use Adapter for Jeep D-Ring Bumper Mounts to Roadmaster Motor Home Mount Tow Bars # RM-035, if they are 1" # RM-035-1 is the correct part number.
These adapters replace the quick disconnects from the tow bar arms, and attached to where the D-rings were mounted on the bumper. They are compatible with all Roadmaster motor-home-mounted tow bars, ones that slide directly into the hitch, and no ball or coupler is needed.
If you need the rest of the components to tow your Jeep, I recommend the following:
Tow Bar- Roadmaster BlackHawk 2 All Terrain, Non-Binding Tow Bar # RM-422
Tow bar wiring - Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles # RM-152-98146-7
Braking system - Stay-IN-Play DUO Supplemental Braking System # SM99251 (if your Motor home has hydraulic brakes), Air Force One Supplemental Braking System # SM99243 (if it has air brakes)
Safety cables RoadMaster 68" Single Hook, Coiled Safety Cables # RM-643.
To make sure you towing set up is level as possible, a high low adapter may be needed as well. This will go into the hitch of the coach, and provide a rise or drop to level the tow bar. Usually when a high low adapter is used, it lengthens the set up by a few inches, which is nice because your Jeep will track behind the motor home easier. However the safety cables can be just a bit short, so longer cables or extensions should be used, like Roadmaster 10" Safety Cable Extensions # RM-910648-10.
