What is the difference in these two base plates.

The Roadmaster Direct-Connect Base Plate Kit part # RM-521559-5 and Roadmaster Crossbar-Style Base Plate Kit part # RM-521559-4 are both fits for a 2010 Honda CR-V. The main difference between the two is that the Direct-Connect style connects directly to a tow bar like the Roadmaster Nighthawk part # RM-676. The Crossbar-Style connect to a crossbar and then to a tow bar like the Roadmaster BlackHawk 2 part # RM-422.
I prefer the Direct-Connect as there is less to connect each time and it just looks nicer but the Crossbar-Style does allow you to use the Roadmaster Guardian Rock Guard part # RM-4000 if desired.
