Does it mean I can back up my trailer with the brakes not locking up? I will be using it with my utility trailer.

The Dexter Actuator part # T47457207K has a lockout you can then reverse the trailer without the brakes engaging. In summary, no lockout means you cannot reverse the trailer without the brakes engaging and lockout means you can reverse the trailer without the brakes engaging.

Please note, in order to use the reverse lockout feature you will need to have either a 5-way trailer connector, 4 to 5-way trailer connector adapter, or 7-way trailer connector. The Curt Trailer Connector Adapter part # C57187 will convert a 4-way to a 5-way so you can then use the reverse lockout feature.
