How Does Jaw Mechanism of Curt Q24 Hitch Open and Lock

Question:
How or why will the handle not stay out to disengage My uncle has his wife pull the handle out and hold it while he pulls out from under. What if by yourself?

The handle/release design of the Curt Q24 5th Wheel Trailer Hitch # C16245 is supposed to work like a ratchet almost. You pull out and release once and the handle should show yellow which means the jaws are unlocked and ready to accept a king pin. Once a king pin passes through the jaws it will lock into place and the handle will show green meaning you are safe to tow.
Then to release it you pull the handle and release it and the jaws will unlock, the handle will show the color red, and you'll be able to pull the truck and hitch away from the trailer. Is it possible your uncle doesn't know he can release the handle after pulling it and the jaws will release?
