How many snow cables are needed? They seem to sell in 2s. Is that because you just need them on the front tires even though this is an all wheel drive?

Correct, the owner's manual for a 2019 Subaru Outback states to only use traction devices on the front two wheels. The Titan Chain Diagonal Alloy Cable Snow Tire Chains part # TC729DC for 225/60-18 tires or part # TC343DC for 225/65-17 tires are the best cables to use as the v-track pattern ensures constant traction and the included tensioners help keep the cables centered on the tire.
