Question:
Hi I have a 2008 F250 ex cab short bed, The F2012 mounts to the spring hanger. The outboard plate large hole goes over the head of the spring bolt. What does the hole on the inboard plate go over or attach to? Thanks

I attached a couple pictures that I took from the install instructions for the Torklift Tie Down part # TLF2012 that you have that shows how all of the brackets bolt together. Hopefully that answers your question about how the plates all bolt together.
