Question:

I know it is for XTC2, but I read in some reviews that people can replace the original XC2 with this one. I dont need XC2 wheel holders. Is it possible?

If you have the Swagman XC 2-Bike Rack part # S64650 then the correct replacement wheel hoop is the Replacement Wheel Hoop for Swagman XC 2 Bike Carrier part # P189. I cannot confirm the Replacement Wheel Hoops for Swagman XTC 2 Bike Carriers part # P318 will work as it is designed for the Swagman XTC-2 2-Bike Rack part # S64670.
