According to the installation instructions for the Curt Trailer Hitch Receiver Class II # C12142, no drilling is required for vehicles equipped with factory tow hooks.
Since Jeep Trailhawk models are well-known for having the bright red tow hooks, this means you will not need to drill to enlarge the access hole on the frame of your 2017 Jeep Renegade and the existing M14 bolts are indeed used to install the hitch. The included photo shows the location of the M14 bolt at the end of the frame rail. There is also another one on the outside of the frame rail forward of the exhaust hanger.
If you're planning on towing a trailer, I recommend the Tekonsha T-One Vehicle Wiring Harness # 118651.
I've attached the detailed installation instructions as well as a video for you at the bottom of the page.
