You can easily add a 4-flat trailer connector to your 2019 Jeep Grand Cherokee without the factory tow package, you simply need to add the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118727. To install this connector you will need to plug the harness into connection points behind your Jeep's tail lights and then run a hot lead to your battery.
