If the Tekonsha Prodigy P2 Trailer Brake Controller part # 90885 shows a short in the system in idle conditions then you most likely have a short on the blue brake output wire. I recommend to inspect the blue wire from the brake controller to the back of the vehicle at the 7-way for any frayed or wire insulation cracks. If you find damaged wire you would need to replace it with part # 10-1-1.
If the wiring is older, I recommend to check the 7-way plug on the vehicle side and trailer side for rust. If you see rust on the pins it can be sanded off with a fine grit sandpaper. Sometimes the short (S.H.) code pops up if the connectors are not fully seated or have a good connection. You also want to check all of your grounds to make sure they are properly grounded to a clean bare metal surface.
