I recently installed a flatbed on my truck. Does this hitch require a bumper?

The Draw-Tite Ultra Frame Trailer Hitch Receiver part # 41944 which is a fit for a 2003 Chevrolet Silverado 2500HD does have an option for installation without the factory rear bumper so it should work for you as you can see in the attached photo. Therefore, so long as there is nothing in the way of the receiver tube opening you would be good to go.

If the flatbed does interfere with the receiver tube opening then you can go with the B&W Heavy-Duty Trailer Hitch Receiver part # BWHDRH25187 which has a drop tube.
