Will this hi lift holder be compatible with the full rail kit part #RR43180B?

The Rhino-Rack Hi-Lift Jack Holder Brackets # RR43101 that you referenced do require access to the integrated channel on the side rails for your Pioneer SX Platform # RR44100B. With this in mind it won't be compatible if you have the Full Rail Kit # RR43180B installed, as the rails will prevent it from being properly attached.
What the rails do provide though is convenient tie-down points that would allow you to still secure a Hi-Lift jack on top of the Pioneer Platform with some standard tie-down straps like # ETBMB-05852.
