Can Solar MPPT Charge Controller be Connected to Progressive Dynamics AC/DC Panel and Converter

Is it possible to connect a solar MPPT charge controller directly to this panel?

I reached out to my contact at Progressive Dynamics and he said that you can use the Mighty Mini AC/DC Panel and Converter/Smart Charger # PD4045KA at the same time as your solar MPPT charge controller, but your solar needs to be connected directly to your batteries and you won't run it through this converter. So they can be used together but that's because they will be connected to different things. You cannot connect your MPPT charge controller directly to this converter.
