Is that controller LC301702 fit with my step model ? Coach Step SGL-Standard LCI Model 163033 Ref #725-0021 Motor : 300-1406

I have a 128980 step on showhauler, I have replaced the motor several times , step will not contract all the way in. I had 13.2 volts at the motor plug , it has always moved slower than our front step, could this be the controller ? Thank you
