Can these fenders be mounted by drilling through the side / edge to mount against the exterior wall of an enclosed trailer?

Typically, brackets like # CE26098G-2 would be used for a stronger installation but it's certainly not unheard of to mount the # CE17900G fenders by bolting the side directly to the trailer.
