Would the Ecohitch enable use of a 3 or 4 bike carrying bike rack? Would there be clearance issues for platform style racks?

The EcoHitch Hidden Trailer Hitch Receiver # 306-X7359 will fit your 2017 Chevrolet Bolt EV and provides a 2" receiver that accommodates a 4-bike carrier. That said a significant limiting factor here is that from our research your vehicle tow capacity looks to be 100 lbs tongue weight and 1,000 lbs total trailer weight on your vehicle.
Should you still decide to pursue this route, a bike rack like the Swagman Quad 2+2 2-Bike and 4-Bike Platform Rack # S64FR is 86 lbs and would not leave enough capacity for the bikes. Even a 3 bike hanging rack like the RockyMounts WestSlope # RKY10223 (our lightest at 43 lbs) would only leave you 57 lbs to spare between your 3 bikes, which is likely not enough.
There are other lighter hitch mounted racks that are not platform style to save weight capacity like the Hollywood Racks Traveler # HR8500 at 28 LBS.
