The problem isn't so much that you can't use a carrier with a ramp, but more that the manufacturers of cargo carriers do not test these carriers for use on RVs or Motorhomes, so you technically aren't supposed to use them on your RV/Motorhome hitch. Because the hitch is so far away from an axle, there is a lot of instability at the back of an RV/Motorhome; this is the reason that they do not rate very many hitch accessories for these applications. With that being said, you may be able to do it, but you're running the risk of your hitch malfunctioning and the ensuing carnage that would happen if that occurred while on the highway.
If you wanted to do it anyways, you'll have to take a few measurements into consideration when choosing the right hitch mounted cargo carrier. First, the tongue weight of the hitch on the back of your motorhome; and then, the length and weight of your scooter.
Your best bet for a cargo carrier with a ramp is the Flint Hill Goods 30x50 Wheelchair Carrier # FHG77ZR . This carrier comes with a 48" long ramp that folds up and the carrier itself also folds up towards the back of your motorhome for easy storage when it's not in use. It will provide 30" x 50" of usable space and 500-lbs of carrying capacity.
Most hitch cargo carriers have a capacity of 500lbs, but you may have to carry less than that because of the tongue weight of your hitch. If your motorhome hitch is not rated to hold the weight of a cargo carrier and the scooter on the tongue, let me know and I may be able to come up with some alternative solutions.
