Does this replacement Upright come with the locks or do they need to be ordered separately? Also, what is involved to attach it to the bike rack? Do any additional parts need to be ordered?

The Replacement Upright with Hooks # 753-3929 does not come with lock cores so you'll either need to remove your old lock cores from your current upright with the Universal Change Key # 853-1251 and put them in the replacement upright, get a replacement lock core that matches your current lock core numbers, or purchase a new kit. For replacement lock cores with the same number just use our search with THLOCK**** where the **** is the number on your lock core or key. If you go with the new kit I recommend the 4 pack # TH450400 so that your hitch pin matches as well.
If you have the hardware that held your old upright then you can reuse that. Otherwise you need the Replacement M8 x 70 mm Carriage Bolt # 915087031, the Replacement Washer # 951081654, and the Replacement Locknut # 938080054 to install the new upright.
