What Function do Small Allen Bolts of Thule Rapid Podium Feet Perform

Question:

I just got the cross bars up 24 inches in between bars 7.5 inches extending I have a bag of hardware left Bag 7521410001 HDWR bag low foot#2 I am installing 460R kit 4063 is this extra or for different bar I have square bar 118

The allen bolts you have in the bag you mentioned came with the foot pack part # TH460R that you have. What's odd is there's no mention of them in the install instructions but if you check out the 3:00 mark of the install video link I attached you can see how the screws hold the two bottom sections of the feet together.

It looks like you are right before that step as well.
