I purchased the Curt dual hitch receiver D210, it works great with the Swagman Trailhead 4-Bike Rack for 2" Hitches but I need a couple more inches of rise. We use this configuration to tow a boat and the bike rack at the same time and the back rack will contact the trailer tongue on uneven ground. 2 to 3 inch of more rise would fix this. this hitch adapter is I believe about 3.5 inch between top of the lower 2 inch receiver and bottom of the upper 2 inch receiver. Is there a product with 5 to 6 inch between the receivers?

The multipurpose ball mounts like your Curt # D210 are pretty unique and while I do have a solution for you, the other options like high-low adapters aren't meant for towing.
The best (and only) solution for you to use a Gen-Y Hitch like part # 325-GH-314, flip it upside down, and use a ball mount with a 2" drop like part # C45250. This gives you the same height for your ball mount but then it has stacked receivers for a max difference of about 7-1/2" to mount your Swagman Trailhead # S63381..
