My 2018 Santa Fe has towing package but I can’t remove the hitch cover.

I took a look at the portion of the rear bumper fascia on your 2018 Hyundai Santa Fe that covers the trailer hitch opening and there appears to be two plastic tabs at the bottom of each side which you may need to remove panel fastener from and then the cover should just pop right off. If you are having issues with this then you would be best to just reach out to the dealer directly as they would have more information on this process than I.
Please note, not all models that came with the factory towing package also came with a trailer wiring harness and trailer hitch so if that is the case for you then I recommend using the Curt T-Connector Vehicle Wiring Harness for Factory Tow Package part # C56332, the Draw-Tite Max-Frame Trailer Hitch Receiver part # 75776, along with the Ball Mount Kit part # 989900.
