Question:
Can I use the #D210 to tow a car dolly 2 wheels up, Not FLAT TOW 4 wheels down? For the to part I will be carrying a Motorcycle Scooter that weighs 285 lbs.

The Curt Multipurpose hitch adapter part # D210 that you referenced can be used in the way you asked about. It can tow a dolly with a vehicle loaded on it and also carry a scooter carrier in the upper hitch opening.
The upper hitch opening has a carrying capacity of 500 lbs and the ball mount has a towing capacity of 7,500 lbs so it would easily have the capacity for your application.
