Are replacement skewers available for the Hollywood HRT970? Price? Also, is there something that secures the skewer so that it does not easily slide a lot side-to-side in the base/mount?

Yes, to replace just the 9mm quick release skewer for your Hollywood Racks Truck Bed Bike Rack # HRT970 you can use the part # HRSKEQR9. Pricing info will be listed on the product page.
There unfortunately isn't anything available that would prevent the skewer from moving around inside the base during travel.
