How Does Stabilizer Jacks # TJ01RT-HD Normally Attach to Trailer

Question:
How are these bolt mounted to the frame? Does the top, fixed part remove for a bolt installation? What size fastener or type is recommended?

I attached an install video for a similar set of stabilizer jacks to the part # 288-01892-2 for you to check out. The trick is you swing the jack to the side which allows you access for hardware through the bottom of the mounting plate.
