Not every brake controller is capable of working with electric over hydraulic brakes as the electric actuators are quite a bit different from trailer brake magnets. The Voyager part # 39510 that you referenced unfortunately is not one that is compatible which is why you are having the issue you are having. You'll have to swap to a new controller that is like the Prodigy P3 part # 90195 which is overall a better controller and will use the same connector as what your Voyager has so it will be an easy swap.
The P3 has a more advanced inertia sensor than the Voyager and has a full screen display too that uses complete words instead of codes that have to be deciphered. I attached a review video for more info as well.
