Question:
Can a scooter rack be installed behind a trailer not a fifth wheel? Would it produce too much sway due to unbalanced weight?

Technically a scooter cargo carrier like part # FHG69ZR can be used on the back of a travel trailer if the hitch is rated for the weight of the carrier and the scooter, however it is not recommended because of the amount of movement that will occur. The back of the trailer experiences considerably more movement and bouncing. If you do decide to use it anyway, I recommend using a stabilization strap like part # 18050 to try to stabilize the cargo carrier if you can find a place to anchor it.
