Does this bumper come with any kind of steel support frame inside of it ?

The Pre-Drilled Round Rubber Trailer Bumper # D2-96 that you referenced does not come with any metal framing inside of it. I attached a picture the bumper with it flexed to show you it doesn't have anything metal inside of it.
