How can I use this rack without disabling the back up camera that is in the shade tire hub?

Since you have the rear backup camera mounted to the rear spare of your 2019 Jeep Wrangler Unlimited the only way we can offer for you to carry bikes is with a hitch mounted bike rack. There isn't a way to fit a spare mounted bike rack on your current setup.
For a hitch you'd want the etrailer hitch part # E98856 that has a longer hitch tube to help with allowing the bike rack to clear past the rear spare. Then for a bike rack with a longer shank that will allow the rack to easily fit past the spare we have the Hollywood Racks # HR200Z which I attached a review video of on a similar 2015 Wrangler.
