Does Mighty Cord RV Power Cord Adapter Plug Have 110 Volts on Two Terminals

I have a similar adapter, but the 15 amp only goes to one leg leaving part of the 110 system unpowered. Does this divide the 15 amp 110 v to both spades or just to one?

What you described is actually normal for a 15 amp to 30 amp adapter. A 220 volt 30 amp adapter has 110 volts on two terminals to give it 220 volts total. Since a 15 amp source is only 110 it will only put 110 volt on one terminal.
Since the part # A10-3030DAVP is 30 amp to 30 amp all of the terminals will be active.
