According to the instructions for the Edge EZ for Dodge Cummins 5.9L, 24V # EZD1000A you want to use level 2 when under a load like towing and level 3 for when your pickup is empty. Level 3 is the highest engine performance setting for your vehicle but it is not recommended for use while towing or hauling heavy loads. It is recommended to use an EGT gauge as well to help keep from stressing your engine or transmission (along with driving responsibly).
I have attached the instructions for you to reference as well.
