Question:
Can I mount these to the top rail of my trailer? The top rail is 23 inches above the deck of the trailer. Or is it better to mount them lower?

The CargoBuckle G3 Retractable Ratchet Tie-Down Straps - Bolt On - 2" x 6' - 1,167 lbs - Qty 2 # IMF18800 can be mounted to the top rail of your trailer without issue. The only thing to consider when determining the mounting location is the strength of that rail and the angle for securing your load. If the angle and strength of the rail aren't an issue then mounting in that location would be just fine.
Mounting lower generally gives more strength and a better angle for lower cargo. The better location really depends on your specific trailer and cargo.
