There is a hitch available for the 2013 Volkswagen Jetta TDI Sedan, it is Curt hitch part # C11474. I have attached an installation video for your reference. It can tow up to 200 lbs of tongue weight. I was not able to access your owner's manual but it is a good idea to check the owner's manual for the tongue weight rating Volkswagen recommends for the Jetta and do not exceed that.
If you need a cargo carrier, I recommend the Curt cargo carrier part # C18145 because it is better quality compared to some of the other Class I hitch cargo carriers available that have mesh floors. The raised side rails and open floor are better from carrying heavier items.
